  1. Can you please explain why “second enumerations” were done in these cities? Were there any other locations where a second enumeration was done?

  2. The City of St. Louis, Missouri had a second enumeration done in 1880 because the city administrators said the count of residents was too low, and demanded a re-count which the government was required by law to do.
